Plan for State Health Exchange Halted

In December 2011, Arkansas Insurance Commissioner Jay Bradford said he would stop his efforts to create a state-controlled health insurance exchange in advance of the implementation of Obamacare in Arkansas, blaming GOP legislators for shooting down what he called a "viable option."

We learned of Governor Mike Beebe’s plan for Arkansas to be the first state to implement the exchanges when a memo Beebe had secretly sent to HSS Secretary Kathleen Sebelius was publicized to GOP state legislators and other unaware health care stakeholders in March, 2011.
